Two views of 2025 government AI spending — one across US states, one across reporting countries — each normalized four ways so a small country’s focused budget isn’t drowned out by a large one’s raw total. Read the ratios, not the dollar piles.

Government AI-spend reporting is inconsistent and rarely comparable. Figures mix procurement obligations, annual budgets, and multi-year mobilization targets. Every value here is tagged by confidence; estimates are hatched on the maps and asterisked in the tables. Multi-year private-inclusive targets (EU, France) are held out of the color scale so they don’t distort it. Treat this as a directional briefing, not an audited ledger.
